A healthy election system is at the heart of democracy. Jay can also be a leader in developing an election system for the 21st century in Arkansas because of his expertise in elections and voting procedures. It is an area in which he has published a number of articles, including works on early voting and the use of different voting methods in Arkansas. In the state Senate, Jay will have as one of his priorities the establishment of policies that will expand access to early voting and will also make appropriate use of new technologies to make voting easier for Arkansans. We must also enlarge the number of workers at polling places and be ensured that they are fully trained to provide for smooth elections.
